There are lists of approved and unapproved foods on the website, www.azdhs.gov/CottageFood
Info on lab testing:
You may have your food item tested at a food safety lab for pH and water activity. If the results show your product to be non-potentially hazardous, the health department will approve your food item. Please forward the test results to CottageFood@azdhs.gov and they will issue a separate approval letter if the food item passes.
Here is the info for the food safety lab. Call them and tell them you are interested in testing your food item for pH and water activity for the Cottage Food Program (previously home baked goods program). Each recipe would have to be tested separately.
Freeze Dried Food:
If it’s an allowable food in the program, it's allowed to be freeze dried. If it isn't on the approved list and you still want to try it, you need to send it to the lab for pH and water activity testing.
